Be Resourceful And Creative, State Sec tells civil servants

KUCHING: The civil service must undergo a significant transformation to enable it to help Sarawak achieve its objective of becoming a developed state.

State secretary Tan Sri Datuk Amar Morshidi Abdul Ghani said it has to become a resourceful, creative and innovative organisation as it will judged by the people by its efficiency and effectiveness of its service delivery, which impact the economic growth and prosperity of the people.

“We need to continuously innovate in finding better and faster way of doing things to make a difference for our people and the business communities both local and foreign.

“The civil service transformation process requires us to undertake continuous process and system improvement, removal of obstacles and bureaucracies, development in the capacities and competencies of our human resource,” he said in his speech at the prize presentation ceremony for the 2013 State-level Civil Service Creative and Innovative (KIK) Convention on Sunday.

The event was held at the Dewan Majma’ Tuanku Abdul Halim Mu’adzam Shah of the State Islamic Complex here. Deputy Chief Minister Datuk Patinggi Tan Sri Alfred Jabu officiated at the event.

Touching on KIK teams, Morshidi said their key focus is to find innovative solutions that will give high impact to customers and stakeholders through high performance teamwork.

He said for innovation to flourish, government agencies must create an environment that fosters creativity — bringing together multi-talented groups of people to work in close collaboration, exchanging ideas, knowledge and shaping the direction of the future.

“Such environment is what I call a high performance culture which is a critical element in the transformation of the state into a high income state by the year 2020.

“In a high performance culture, the civil service must always look for opportunities to improve oneself in service system and technology through creativity and innovation.

“One must never be satisfied with the status quo but always think outside the box and be innovative in order to bring about continuous improvement of the existing procedures, work processes and system by looking for better ways to do things,” he pointed out.
