Strategic Plan 2025 - 2030 | MEITD









                  The Ministry of Education, Innovation, and Talent Development (MEITD) Strategic Plan for 2025–
                  2030, anchored its role as a key enabler in advancing Sarawak's aspiration to become a developed
                  and  high-income  economy  by  2030.  This  plan  is  strategically  aligned  with  the  Sarawak  Digital
                  Economy Blueprint 2030 and the Post-COVID-19 Development Strategy (PCDS) 2030, focusing on
                  building a future-ready, digitally empowered, and sustainable workforce. MEITD's overarching vision
                  is building future ready workforce for sustainable development, responsive to global economic shifts,
                  technological advancements, and sustainability challenges.

                  Central  to  the  Strategic  Plan  are  five  strategic  pillars—Lower  Education,  Higher  Education,
                  Innovation,  Talent  Development,  and  Regulatory  Policy—supported  by  a  foundational  pillar  of
                  Operational Excellence. These pillars collectively guide MEITD ’s strategic objectives to foster human
                  capital excellence, drive innovation-led growth, and ensure socio-economic resilience.

                  The  Lower  Education  pillar  emphasizes  expanding  equitable  access  to  quality  education,
                  particularly  in  rural  and  underserved  areas,  through  infrastructure  enhancement,  digital  learning
                  integration,  and  promotion  of  Science,  Technology,  Engineering,  and  Mathematics  (STEM)  and
                  Technical  and  Vocational  Education  and Training  (TVET).  Strategic  objectives  include  improving
                  academic performance, increasing STEM participation, and aligning education with industry needs
                  to support Sarawak's long-term transformation.
                  The Higher Education pillar aims to position Sarawak as a regional hub for tertiary education and
                  research excellence. It prioritizes expanding access to tertiary education, strengthening institutional
                  governance and research capacity, and fostering industry-academia linkages. Strategic initiatives
                  encompass  flexible  learning  pathways,  financial  aid  for  underprivileged  students,  and  global
                  partnerships to enhance Sarawak ’s global competitiveness in higher education.

                  The Innovation pillar underscores MEITD ’s role in cultivating a robust innovation ecosystem, with
                  emphasis  on  research  excellence,  commercialization  of  research  outputs,  entrepreneurship,  and
                  start-up development. This pillar seeks to drive economic diversification through innovation in high-
                  growth  sectors  such  as  biotechnology,  renewable  energy,  and  digital  technologies,  facilitated  by
                  infrastructure support, industry collaboration, and international knowledge exchange.

                  The Talent Development pillar focuses on equipping Sarawak ’s workforce with future-ready skills
                  through data-driven planning, strategic industry engagement, and lifelong learning initiatives. Key
                  objectives  include  enhancing  workforce  readiness,  aligning  training  with  high-growth  sector
                  demands,  and  fostering  inclusivity,  particularly  for  rural  and  marginalized  populations.  Strategic
                  initiatives include workforce database enhancement, work-based learning programs, and upskilling
                  and reskilling pathways.

                  The Regulatory Policy pillar provides the legal and institutional framework for MEITD's initiatives,
                  ensuring  coherence,  accountability,  and  responsiveness  to  Sarawak ’s  evolving  socio-economic
                  landscape.  This  includes  developing  innovation-friendly  policies,  bridging  accessibility  gaps,
                  supporting public-private partnerships, and implementing rigorous monitoring and quality assurance
                  systems to evaluate policy effectiveness.
                  The foundational pillar of  Operational Excellence supports the successful implementation of all
                  strategic  objectives  through  efficient  resource  utilization,  digital  transformation,  stakeholder
                  engagement, and a results-driven culture. Key focus areas include enhancing customer satisfaction,
