Foreword

The Strategic Plan 2025–2030 signifies the Ministry of
Education, Innovation, and Talent Development’s
(MEITD) unwavering commitment to shaping
Sarawak’s future through quality education, research
excellence, and workforce empowerment. As
Sarawak moves toward becoming a high-income,
knowledge-driven economy, this plan offers a
structured and strategic framework to strengthen
institutional capacity, foster innovation, and develop a
future-ready workforce.

Centred on six strategic pillars—Lower Education,
Higher Education, Innovation, Talent Development,
Regulatory Policy, and Operational Excellence—the
plan aims to expand educational access, improve
quality, and align learning with industry needs. MEITD
is also enhancing research capabilities, supporting
technology commercialization, and building a vibrant
innovation ecosystem to promote economic
diversification and global competitiveness.

Through lifelong learning, skills upgrading, and
industry-aligned training, the Ministry ensures that
Sarawak’s workforce remains agile and resilient in a rapidly evolving landscape. Concurrently,
governance, policy implementation, and institutional excellence will be strengthened to drive effective
execution.
Aligned with PCDS 2030 and the SDGs, this plan reinforces MEITD’s role as a catalyst for
sustainable development. I thank all stakeholders and contributors, and urge all partners to embrace
this vision and collaborate actively to advance Sarawak’s transformation.
