Message from the Deputy Minister I

(Higher Education and Innovation)

Sarawak ’s future prosperity is deeply rooted in its ability
to nurture intellectual capital and foster a vibrant
ecosystem of innovation. The Strategic Plan 2025–2030
by the Ministry of Education, Innovation, and Talent
Development (MEITD) sets a clear and forward-looking
agenda to strengthen higher education and drive
research excellence, technological advancement, and
innovation-led growth.
This plan lays the groundwork for transforming Sarawak
into a regional centre for higher learning and a nexus of
innovation. It underscores our commitment to expanding
equitable access to tertiary education, enhancing
institutional quality, and cultivating global-ready
graduates through strategic reforms and international
partnerships. In parallel, the plan charts a path for
building a high-impact innovation ecosystem—one that
promotes research commercialization, interdisciplinary
collaboration, and strong linkages between academia
and industry.
As we embrace the opportunities of the digital economy
and the Fourth Industrial Revolution, MEITD will support
higher education institutions in becoming catalysts of change—equipping them to produce
knowledge creators, problem solvers, and thought leaders for Sarawak ’s sustainable future.
Innovation must be embedded not only as a policy priority, but as a cultural ethos across all sectors
of society.
I extend my appreciation to the MEITD leadership and all contributors to this strategic plan. Let us
move forward with conviction and shared purpose to elevate Sarawak as a beacon of excellence in
higher education and innovation, both regionally and globally.
