Strategic Plan 2025 - 2030 | MEITD

The Ministry of Education, Innovation, and Talent Development (MEITD), Sarawak is a key driver of
the state ’s socio-economic transformation, tasked with formulating and implementing policies that
advance education, foster innovation, and enhance talent development across the region.
Established to reflect Sarawak ’s aspiration of becoming a developed, high-income, and knowledge-
based economy, MEITD plays a pivotal role in aligning human capital development with industrial
growth, technological advancement, and sustainable development goals.

Operating under the legislative mandate conferred by the State Constitution, MEITD ’s core
responsibilities encompass policy formulation, strategic planning, and the facilitation of initiatives in
the areas of lower education, technical and vocational education and training (TVET), higher
education, innovation ecosystems, and workforce readiness. The Ministry also acts as a catalyst for
interdisciplinary collaboration among public agencies, educational institutions, industry stakeholders,
and international partners, thereby fostering a cohesive ecosystem for knowledge creation, skills
enhancement, and socio-economic progress.

In alignment with Sarawak ’ s Post-COVID-19 Development Strategy (PCDS) 2030 and the Sarawak
Digital Economy Blueprint 2030, MEITD is committed to cultivating a future-ready workforce that is
agile, innovative, and equipped to meet the challenges of a dynamic global economy. The Ministry ’s
focus on inclusive and equitable access to education, promotion of research and innovation, and
strengthening of industry-academia linkages underscores its strategic role in driving sustainable
development, reducing disparities, and enhancing Sarawak ’s global competitiveness.

Through strategic governance, robust policy frameworks, and a strong commitment to operational
excellence, MEITD positions itself as a transformative institution at the forefront of Sarawak ’s journey
towards becoming a resilient, technologically advanced, and prosperous society in the 21st century.

The Ministry of Education, Innovation, and Talent Development (MEITD), Sarawak holds a
strategically integrated portfolio focused on advancing human capital, fostering innovation, and
aligning workforce development with economic transformation. Central to its mandate are three
pillars: Education, where the Ministry facilitates equitable access and quality across all levels,
including TVET and higher education; Innovation, which supports research excellence, technology
adoption, and commercialization; and Talent Development, aimed at upskilling the workforce to meet
industry demands and future economic trends.

MEITD also plays a regulatory role, shaping policies that ensure governance, quality assurance, and
stakeholder alignment across its focus areas. Through collaboration with institutions, industry, and
global partners, the Ministry supports Sarawak ’s ambition to become a high-income, innovation-
driven economy by 2030, in line with PCDS 2030 and the Sarawak Digital Economy Blueprint.
