Financial stewardship ensures the sustainability of these internal processes and service delivery
initiatives:
• F1: Enhance Budget Utilisation guarantees efficient allocation of funds to strategic priorities.
• F2: Enhance Financial Regulatory Compliance maintains transparency and fiscal
responsibility.
By delivering sound financial management, these objectives fortify IP15: Enhance Service
Delivery, creating a stable environment in which policy objectives, institutional capacity, and
educational improvements can flourish.
Culminating at the highest tier of the strategy map is:
• CS1: Enhance Customer Satisfaction, reflecting the Ministry ’s overarching success in
meeting stakeholder needs—whether students, educators, industries, or the broader public.
This outcome is the result of effective foundational enablers, well-executed internal processes,
and robust financial governance, all converging to deliver superior service quality, accessible
education, research excellence, and a workforce that is future-ready.
1. Organisational Capacity (OC1–OC3) establishes the necessary human, cultural, and
competencies.
2. Service Delivery (IP15), enabled by those capabilities, drives effective policy implementation,
institutional strengthening, and expanded educational reach.
3. Positioning Sarawak as a Preferred Higher Education Hub (IP1) exemplifies the Ministry ’s
focus on building a globally competitive education system, supported by improved access
(IP5), governance (IP8), and international collaboration (IP6).
4. Internal Process Objectives (IP2–IP14) reinforce innovation, workforce readiness,
entrepreneurial development, and research excellence.
5. Financial Stewardship (F1–F2) underpins the sustainability of all initiatives, ensuring
accountable and responsible resource deployment.
6. Customer Satisfaction (CS1) is the overarching indicator of success, demonstrating that
MEITD ’s collective efforts effectively address stakeholders ’ needs and drive Sarawak ’s
socio-economic development.
Through these integrated causal linkages, the MEITD Strategy Map ensures that each
strategic objective not only contributes to but also magnifies the others, positioning MEITD
to achieve its vision of future ready workforce for sustainable development by 2030.
