At the foundation are the Ministry ’s core capacity-building objectives:
• OC1: Enhance Training and Development, developing a competent workforce.
• OC2: Internalised Shared Values, embedding a cohesive organisational culture.
Together, these foundational elements empower IP15: Enhance Service Delivery, ensuring that
the Ministry ’s services are managed by skilled personnel, guided by unified values, and
supported by modern digital infrastructure. This strong foundation enables the subsequent
internal processes to operate effectively and consistently.
Building on enhanced service delivery (IP15), a suite of internal process objectives focusses on
policy execution, institutional effectiveness, and educational improvement:
1. IP12: Strengthen Policy Implementation, Monitoring, and Quality Assurance and IP14:
Comprehensive Policies and Regulatory Frameworks work in tandem to provide robust
governance structures.
2. IP10: Enhance Access to Quality Education Infrastructure ensures that educational
environments meet required standards, thus driving IP7: Improve Students ’ Academic
Performance.
3. IP8: Strengthen Institutional Capacity and Governance underpins both IP5: Increase
Access to Tertiary Education and IP7, strengthening leadership and ensuring
accountability in the education sector.
A key objective within this layer is:
• IP1: Position Sarawak as a Preferred Higher Education Hub, which leverages
institutional capacity (IP8), growing access to tertiary education (IP5), and international
engagement (IP6) to attract students and faculty, elevate global rankings, and foster
academic partnerships.
Concurrently, IP6: Expand International Collaboration and Knowledge Exchange facilitates IP11:
Promote Research Excellence and Collaboration, reinforcing Sarawak ’s innovation ecosystem.
These initiatives, in turn, strengthen IP9: Enhance Strategic Collaboration and Engagement, which
supports IP2: Enhance Entrepreneurial Activities and Start-Up Development through the
commercialisation of research outputs.
From a talent development lens, IP4: Expand the STEM Talent Pool directly bolsters IP3: Enhance
Workforce Readiness, ensuring alignment between emerging industry demands and the skills
pipeline. IP13: Enhance Workforce Database provides critical labour market intelligence to refine
policy and address skills gaps, benefiting both IP3 and IP12.
