Strategic Plan 2025 - 2030 | MEITD
Higher education is a
cornerstone of Sarawak ’s
aspiration to become a
developed and high-
income economy under
the Post-COVID-19
Development Strategy
(PCDS) 2030. As the
global economy evolves
toward knowledge-based
industries, technological
advancements, and
innovation-driven
sectors, the role of higher
education institutions in
human capital
development, research
excellence, and industry
collaboration becomes increasingly critical.
The Ministry of Education, Innovation, and Talent Development (MEITD) is committed to
strengthening the capacity, accessibility, and quality of Sarawak ’s higher education ecosystem. This
involves expanding tertiary education opportunities, enhancing institutional governance, improving
research capabilities, and fostering stronger linkages between academia, industry, and government.
A key priority is to ensure that Sarawak ’s universities, technical institutions, and colleges produce a
future-ready workforce equipped with advanced skills, critical thinking, and global competencies.
A holistic and inclusive approach is adopted to bridge education disparities, particularly for rural and
underserved communities, by expanding financial assistance, digital learning platforms, and flexible
education pathways. In addition,
higher education institutions are
positioned as key drivers of
innovation and economic
diversification through strategic
investments in research,
commercialization, and global
partnerships.
By aligning higher education
initiatives with PCDS 2030, this
strategic focus area aims to
transform Sarawak into a
