Strategic Plan 2025 - 2030 | MEITD
This initiative is designed to broaden access to tertiary education by enhancing institutional capacity,
infrastructure, program diversity, and inclusivity within Sarawak ’s state-owned universities, colleges,
and technical institutions. By expanding academic offerings, modernizing facilities, and fostering
stronger industry-academic partnerships, MEITD ensures that tertiary education remains accessible,
relevant, and aligned with evolving workforce demands and economic priorities.
A key focus of this initiative is to bridge socio-economic and geographic disparities, particularly for
students from rural, remote, and underserved communities. Recognizing the challenges faced by
these populations—including limited access to higher education institutions, financial constraints,
and inadequate digital infrastructure—MEITD is committed to removing barriers to tertiary education
through targeted interventions. These efforts include the expansion of digital education platforms,
the development of flexible learning pathways, and the provision of financial aid programs, ensuring
that students have the resources and support needed to enrol, persist, and complete their higher
education.
In addition to expanding access, this initiative emphasizes quality and relevance by strengthening
the connection between higher education and industry needs. MEITD will facilitate employment-
linked degree programs, industry-driven curriculum enhancements, and research collaborations to
ensure that graduates are equipped with the skills and competencies required for high-growth sectors
such as biotechnology, digital economy, renewable energy, and advanced manufacturing.
Furthermore, efforts will be made to enhance institutional governance, research capacity, and
innovation ecosystems within tertiary institutions, positioning Sarawak as a regional hub for higher
education, research excellence, and knowledge-driven economic growth. By investing in higher
education infrastructure, faculty development, and student support systems, MEITD aims to cultivate
a well-educated, highly skilled workforce that contributes to Sarawak ’s long-term socio-economic
transformation.
This initiative supports Sarawak ’s Post-COVID-19 Development Strategy (PCDS) 2030 by ensuring
that higher education is a driver of human capital development, empowering students with the
knowledge, critical thinking skills, and industry-aligned training needed to thrive in an increasingly
competitive, innovation-driven global economy.
To increase student access to higher education, remove financial and geographic barriers, and foster
skill development in high-demand industries to support Sarawak ’s socio-economic growth and global
competitiveness.
