Strategic Plan 2025 - 2030 | MEITD
Strategic foresight is a critical component of the Ministry of Education, Innovation, and Talent
Development (MEITD), Sarawak ’s Strategic Plan 2025–2030. It enables the Ministry to anticipate
emerging trends, uncertainties, and challenges, ensuring the development of adaptive, forward-
looking, and resilient policies. Through structured foresight analysis, MEITD aligns its strategic
direction with Sarawak ’s Post-COVID-19 Development Strategy (PCDS) 2030, addressing both
immediate sectoral priorities and long-term socio-economic transformation objectives.
A structured foresight-driven approach positions MEITD as a proactive enabler of education,
innovation, and talent development, ensuring that Sarawak remains globally competitive,
technologically progressive, and socially inclusive. By integrating future-driven insights into policy
and decision-making, MEITD can capitalize on emerging opportunities while mitigating risks in an
increasingly dynamic and complex global landscape.
MEITD ’s strategic foresight is shaped by key global, national, and local trends that influence its core
areas of education, workforce development, research, and governance. Understanding these forces
is essential for designing policies that are robust, flexible, and aligned with future challenges and
opportunities.
Digital Transformation in Education
The integration of e-learning platforms, AI-driven learning, and digital classrooms is
revolutionizing education by enhancing accessibility, personalized learning, and remote

industry collaborations to develop a skilled workforce for emerging sectors such as digital
technology, biotechnology, and renewable energy.
Globalization of Education

student mobility are expanding global learning opportunities, ensuring graduates meet
international standards and remain globally competitive.
Rural and Inclusive Education
Efforts to reduce education disparities focus on improving rural school infrastructure,
expanding digital learning access, and deploying trained teachers, ensuring equitable
