The T.O.W.S. framework develops actionable strategies by combining the internal strengths (S) and
weaknesses (W) with external opportunities (O) and threats (T).
Strengths-Opportunities (S-O): Leverage Strengths to Exploit Opportunities
1. State financial and policy support (S1) + Autonomy in education under MA63 (O1)
Leverage the strong financial and policy backing from the state government to develop
customized education and innovation policies that address Sarawak ’s unique needs under
MA63.
2. State-owned universities and training institutions (S2) + Increased enrolment in TVET
(O5)
Utilize existing state-owned institutions such as UTS, PPKS and CENTEXS to expand
technical education programs to accommodate the rising demand for TVET.
3. Industry and institutional support (S3) + Collaborations with federal and international
organisations (O2)
Strengthen industry and institutional partnerships to create joint programs with international
organisations for innovation, research, and education improvement.
4. Dedicated and experienced workforce (S5) + Availability of a larger pool of education
expertise (O6)
Combine MEITD ’s dedicated team with external experts to enhance teacher training
programs, especially in STEM and technical subjects.
5. Operational efficiency (S6) + Availability of technology (O7)
Integrate advanced technologies into MEITD ’s operational framework to streamline
processes and improve service delivery.
Strengths-Threats (S-T): Leverage Strengths to Mitigate Threats
1. State financial and policy support (S1) + Insufficient federal funding (T6)
Use state funding as a buffer to reduce dependency on federal allocations and explore
alternative revenue streams.
2. Industry and institutional support (S3) + Limited capacity of technical institutions (T1)
Partner with industries to increase the capacity and capability of technical institutions to meet
workforce demands.
3. Societal and community support (S4) + Unconducive learning environments (T2)
Engage communities to support the improvement of rural schools through collaborative
initiatives such as infrastructure upgrades.
4. Strong policy mandate (S5) + Political changes (T8)
