PCDS
The Post-COVID-19 Development Strategy (PCDS) 2030 positions Education and Human Capital
Development as a fundamental pillar in Sarawak ’s transition into a high-income, knowledge-based
economy. The strategic focus in this sector aims to develop a highly skilled and competitive
workforce, ensure equitable access to quality education, and strengthen industry-academia
collaboration to align with the state's evolving socio-economic priorities.
The Ministry of Education, Innovation, and Talent Development (MEITD) is the key enabler in
advancing this agenda by formulating strategic policies, fostering public-private partnerships,
facilitating skills development, and improving accessibility to education. MEITD plays a pivotal role
in ensuring that the education system produces a workforce that meets industry demands, fosters
innovation, and enhances Sarawak ’s global competitiveness.
A. Vision for Education and Human Capital Development
