Strategic Plan 2025 - 2030 | MEITD

This strategic objective emphasizes the critical need for establishing, enhancing, and streamlining
comprehensive policies and regulations to support MEITD ’s core focus areas: Education,
Innovation, and Talent Development. It seeks to provide a structured framework that governs these
areas while addressing policy gaps and ensuring their alignment with Sarawak ’s state-level priorities,
                  national mandates, and global standards.

In the context of Education, this objective aims to empower MEITD to create policies that address
unique regional challenges such as equitable access to quality education in rural areas, promoting
STEM and TVET programs, and strengthening governance of state-owned tertiary institutions. The
focus is on ensuring that educational initiatives are inclusive, adaptive, and aligned with the emerging
demands of Sarawak ’s industries and communities.

For Innovation, the objective prioritizes the formulation of forward-looking regulatory frameworks
that foster research and development, support intellectual property (IP) protection, and accelerate
the commercialization of research outputs. These policies are designed to encourage public-private
partnerships, attract global research collaborations, and enable the creation of innovation-driven
enterprises that contribute to Sarawak ’s economic diversification.

In Talent Development, this strategic objective addresses the need for policies that promote
workforce readiness and inclusivity. These include frameworks to support lifelong learning, gender
equality, and skill development programs tailored to high-growth sectors such as biotechnology,
renewable energy, and digital technologies. It also emphasizes bridging the gap between rural and
urban areas by ensuring that talent development opportunities are accessible to underserved
                  communities.

By streamlining and enhancing regulatory frameworks, MEITD creates an enabling environment for
collaboration among stakeholders, including government agencies, educational institutions,
industries, and international partners. The objective ensures that these policies are adaptive to the
evolving needs of Sarawak’ s socio-economic landscape and technological advancements.

Moreover, aligning these frameworks with Sarawak ’s Post-COVID-19 Development Strategy (PCDS)
2030 and global Sustainable Development Goals (SDGs) reinforces MEITD ’ s commitment to
fostering sustainable development. This alignment ensures that policies not only address current
challenges but also prepare Sarawak for long-term resilience and growth in a competitive global
                  economy.

Ultimately, this strategic objective ensures that MEITD’ s initiatives are effective, inclusive, equitable,
and positioned to drive Sarawak ’s socio-economic transformation, while ensuring regulatory
compliance, operational excellence, and global competitiveness.
