Being in tune and in touch with the wishes, desires, concerns and dreams of
the people is a crucial requirement among the team of political leaders under
YAB Pehin Sri’s administration.
And to keep in pace with the political leaders who have the mandate to
translate the people’s dreams and wishes for progress, peace and prosperity into
realities, Sarawak’s civil servants in turn would have to work in close partnership
with the leaders.
YAB Pehin Sri often reminds the Sarawak civil servants that the “rakyat”
(people’s) expectations are growing, so they will need to keep up with the rising
demands and expectations of the rakyat
He wants them to be a “thinking civil service”, an organization that knows
how to manage the people’s expectations and is able to draw out their sentiments
and feedback so that the government will constantly be informed and kept aware
of what the people’s desires and concerns are.
Being the nuts and bolts of an eficiently run public service machinery, the
Sarawak civil service draws its energy and drive from the people themselves,
whose voices are clearly heard and articulated by their chosen representatives
in parliament. Hence, following the lead of the Chief Minister and his team of
leaders, the Sarawak Civil Service has always maintained the important tradition
of bringing the government closer to the people.
From being a vehicle of the Rajah in the early days, and later, the British
Colonial Ofice, to impose their authority and to achieve their own political ends,
