I consider myself fortunate to have the support and close co-
operation of all the State Secretaries in the efforts to upgrade the quality
of our civil service. Since the late 80s we have been able to carry out
a process of re-organizing and re-energizing our administration in order
to cope with modern changes and aspirations of the people.
I feel proud in seeing the aptitude and dedication of oficers in
working out ways how to change the work processes so that they can
easily be understood by new oficers, who have not been exposed to the
new ones. Generally, members of the civil service are adopting new work
processes that enable them to expedite the administrative processes in
doing their jobs. This is our way of coping with changes
and increases in the volume of work and developing
correct attitude toward the world market.
I am happy that the process of transformation
has been going on quite well. All the recognitions and
awards that we have received speak very well of all
the changes that we have done for our organizations
and civil service as a whole. All of us should feel very
proud of the achievement that has been made in the
transformation of the Civil service. All the people,
especially the leaders in the civil service who have
been involved in this transformation, deserve to be
congratulated.
